Nursing: A Social Policy Statement The ANA published this statement in 2003. It included definitions of accountability, autonomy, authority, and responsibility for nursing. It stated that nursing is the “protection, promotion and optimization of health and abilities; prevention of illness and injury; alleviation of suffering through the diagnosis and treatment of human response; and advocacy in the care of individuals, families, communities and populations.” The Human Genome Project This project, whichwas undertaken from1990 to 2000, was coordinated by the Department of Energy and the National Institutes of Health. The report advocated four key points: • Nurses should practice to the full extent of their education and training. • Nurses should achieve higher levels of education and training through an improved education system that promotes seamless academic progression. • Nurses should be full partners, with physicians and other health care professionals, in redesigning health care in the United States. • Effective workforce planning and policy making require better data collection and information infrastructure.
