International Council of Nurses (ICN) This is the oldest of all international nursing organizations, formed in 1899. The early leaders were Ethel Fenwick and Lavinia Dock. The membership was originally composed of self-governing national nurses’ associations rather than individual members, although, until 1904, individual members could belong because few countries had organized nursing associations. Its purpose was to encourage communication among nurses of all nations and to provide opportunities for nurses from all over the world to meet and discuss concerns about the profession and about patient care. • Membership : Membership consists of national nurse organizations rather than individual members. The charter members were Great Britain, Germany, and the United States. The ICN headquarters are in Geneva, Switzerland and meet every two years. A national nurse member of the ICN is able to be an autonomous national nurse association, or the nurse portion of another organization of other patient care workers. At the present time, the ICN meets every four years. • Purpose: The purpose of the ICN is to strengthen and improve nursing practice throughout the world. • Functions: Functions of the ICN include the following: o Representing and speaking for nurses at the international level o Providing a communication vehicle for nurses all over the world o Promoting the organization of nurses in all countries o Maintaining liaisons with other international groups
